Is "Ecchi" a genre, a theme or an overtone?

So, what are your suggestions? I've been researching for a while but the results are 50-50. Some notable sites say it's a genre, some say it's a fanservice or theme. Wikipedia does not specify it neither, it just says that it is a sexual overtone. So, I need help about this coz I'm editing a Wikipedia article, but I'm not sure about it. Any help will be gladly received. Thanks :D

With the many sources I've seen that call 'Ecchi' a genre, it would at least have to be a sub-genre and not classified as just a theme or an overtone. One source that highlights five Ecchi anime series recognizes Ecchi as a genre, but goes on to mention with perverse humor, yet without the potentially pornographic or sexual overtones of Hentai. [1] It's interesting to note that while you mentioned Wikipedia not specifying whether Ecchi is a genre, theme or overtone, the Wikipedia article about the word 'Ecchi' itself talks about 'Ecchi themes.' Additionally, the Wikipedia article, when describing Ecchi, contradicts the other source I mentioned by saying that while sexual themes are hinted at, there are no perverse overtones to Ecchi. [2]

It's also interesting to note that when you search Ecchi, the sources on the first page of the results that say Ecchi is a theme are pretty much stating that one small portion of what the Wikipedia article says about Ecchi themes being a fan service and providing examples, such as seinen manga. Another source lists Ecchi as a genre along with a long list of other Anime and Manga genres, like Mecha, Harem, Shoujo Ai and Monster Battle. [3] Considering the stark divide between Hentai and Ecchi when it comes to how one considers the sexual overtones, again it's important that one views Ecchi as at least its own sub-genre, if not genre, which again appears to have the most diverse and noteworthy support.

The following image and its one line of dialogue depicts a scene that exemplifies the Ecchi genre:
