It is nearly impossible to answer this with a yes or no. Current MLB commissioner Rob Manfred has decided not to lift the permanent baseball ban on Pete Rose. Part of the reason for keeping the ban in place is due to what Rose told Manfred in a meeting; he continues to bet on baseball in Las Vegas. While it is legal to gamble in Las Vegas, Manfred believes this shows that Rose has not changed his ways. [1]

The ban began in 1989 when a lawyer for MLB discovered Rose betting on the Cincinnati Reds, the team he both played for and managed. Rose has tried to get the ban lifted three times, all to no avail. If the ban were to ever be lifted, it seems Rose would have to prove he can stay away from gambling, altogether. [2]
