After extensive searching, I haven't been able to find any specific information on how to go about oiling a Babylock blind hemmer. There are, however, some pointers that I can give you that may help.
Most blind hemmers have holes in the casing where you should apply oil. For instance, this video shows what the holes look like on the Reliable 700SB blindstitching machine:
Looking at photos of the Babylock blind hemmer, I can't spot any similar holes. However, you may be able to see some in person that I can't see in a photo online. Try inspecting your machine to see if there are any holes in the surface. If so, chances are these are the areas where you should apply the oil.
I did find a copy of the Babylock BLCC2 blind hemmer manual online. There is only one mention of oil in the entire manual. It is on page 61 of the manual and is in reference to applying oil to the side cutter if it stops cutting the fabric correctly. Apart from that, there is no mention of oiling the machine anywhere else in the manual. There is a section on care and maintenance at the back of the manual, but it only discusses how to clean the machine...not how to oil it. Here is a link to the manual if you want to check it out:
